National Evaluation of Extended Services (2009-11)
TNS-BMRB was commissioned to carry out the Department for Education’s National Evaluation of Extended Services. TNS-BMRB led a consortium including the University of Manchester, the University of Newcastle and TECIS. The aim of this flagship evaluation was to provide rigorous information and evidence about the delivery and effectiveness of extended services. The research also aimed to provide an assessment of the impact and cost effectiveness of extended services, building on information of service provision, usage and programme implementation. The evaluation focused on measuring how extended services affected different types of pupils, families, schools and communities, including the most disadvantaged. TNS-BMRB was responsible for surveying schools, parents and pupils throughout the life of this important evaluation as well as collecting management information from schools. The research also included ‘theory of change’ methods to surface key operational processes and to follow schools over time, exploring the outcomes anticipated from extended services, and the actions taken to generate those outcomes. The Year 1 report is available at: http://publications.education.gov.uk/default.aspx?PageFunction=productdetails&PageMode=publications&ProductId=DFE-RR016.
In addition, a further report has been published, which is particularly aimed at head teachers who are developing services. It provides more detail for head teachers, practitioners and policy makers about what the evidence says about how to make extended services work in practice – this report can be found here: https://www.education.gov.uk/publications/RSG/AllPublications/Page1/DFE-RR155
