Local Young Victims of Crime – an evaluation of local pilots (2009)
TNS-BMRB, in partnership with the Centre for Criminal Justice Economics and Psychology, was commissioned to evaluate the Local Young Victims of Crime pilot projects on behalf of the Office for Criminal Justice Reform. The pilot projects were set up in five areas to identify, evaluate and test practices and approaches adopted by local statutory and third sector providers to support young victims of crime. The research comprised two phases: phase one explored views regarding implementation and expected impacts; and phase two assessed the impact and effectiveness of each project (including a cost analysis). As the pilots differed in terms of the services they offered, a flexible approach was adopted for the evaluation. Fieldwork was undertaken with pilot staff, stakeholders and victims (and their guardians and teachers) and a range of methods were utilised, including depth interviews, focus groups and survey methods. In addition trends data were also collected from each site to ascertain any trends and shifts.
